Californians: 

Thank Governor Newsom for signing the SAFETY Act into law! The SAFETY Act is the first law in the country to ban harmful forced outing policies in schools. Send the Governor a thank you for protecting LGBTQ+ kids!

New Hampshirites: 

Tell Governor Sununu to VETO anti-LGBTQ+ bills! The legislature passed several harmful bills, including an anti-trans athlete ban and a “Don’t Say LGBTQ+” bill. Tell Governor Sununu to protect LGBTQ+ kids and VETO these bills!

State Matters

Half of all states ban gender-affirming care. No such bans existed prior to 2021. 

California - Governor signs first-in-the-nation ban on forced outing policies. Gov. Newsom signed the SAFETY Act into law, banning school districts from forcing school faculty and staff to out trans and non-binary youth to their parents. 

Bill introduced to create statewide LGBTQ commission. Assemblyman Alex Lee introduced AB 3031 in the hopes that a statewide LGBTQ commission could combat rising anti-LGBTQ+ activity on the local level. 

Maryland - Baltimore street renamed after trans activist. A section of 21st Street in Baltimore was renamed in honor of Maryland Safe Haven Executive Director, Iya Dammons. 

Michigan - Lawsuit filed to overturn ban on so-called “conversion therapy.” Catholic Charities of Jackson, Lenawee and Hillsdale Counties is suing over Michigan’s ban on conversion therapy, which Governor Gretchen Whitmer signed into law last July. The suit argues the ban violates the First and Fourteenth Amendments of the Constitution.  

Ohio - State House passes anti-trans bathroom ban. A bathroom ban was added to an unrelated bill, which then passed on the last day of session before lawmakers went on summer recess. 

Pennsylvania - State House passes bill repealing same-sex marriage ban. The bill repealing the state’s unenforceable same-sex marriage ban passed 133-68, with bipartisan support. 

Tennessee - White supremacist group marches in downtown Nashville. Over 100 people marched with the Patriot Front, a white supremacist group, on July 6th.

Court Matters

Supreme Court rules presidents are immune from prosecution for official acts. In a 6-3 ruling written by Chief Justice Roberts, the Court held that presidents may not be prosecuted for exercising their “core” constitutional powers, and that former presidents are entitled to presumptive immunity from prosecution for official actions they took as president.

Supreme Court overturns Chevron doctrine, weakens power of federal regulators. In a 6-3 decision in Loper Bright Enterprises v. Raimondo, the Supreme Court shifted the responsibility of interpreting ambiguous laws from federal regulators to the judicial branch. 

Federal judges block Biden Administration’s healthcare non-discrimination rule. Federal judges in Florida and Mississippi have blocked enforcement of the Biden Administration’s rule applying the Affordable Care Act’s ban on sex discrimination in healthcare to discrimination based on sexual orientation, gender identity, and sex characteristics. 

Sixth Circuit Court upholds injunction against Administration’s Title IX rule. The ruling blocks enforcement of President Biden’s rule strengthening explicit anti-harassment and anti-discrimination protections for LGBTQ+ students in Tennessee and five other states, but Title IX remains the federal law of the land. 

ACLU files federal lawsuit to support trans student athlete. The Hanover County, Virginia School Board voted to deny a trans girl the opportunity to join the middle school girls’ tennis team in 2023. The ACLU of Virginia and the WilmerHale law firm are suing for the girl’s right to participate in sports teams matching her gender identity. 

Senators ask Attorney General to appoint a special counsel to investigate Justice Clarence Thomas. Senator Ron Wyden (D-OR) and Sheldon Whitehouse (D-RI) are asking that Attorney General Merrick Garland appoint a special counsel to investigate whether Justice Thomas broke federal tax and ethics laws by accepting gifts and failing to report them.

Federal Matters

House votes to overturn President Biden’s Title IX rule. The House voted 210-205 along party lines to overturn the rule, which would strengthen protections for LGBTQ+ students and others against harassment and discrimination.

Biden Administration clarifies position on gender-affirming surgery for trans youth. In a statement that includes a supportive quote from President Biden, the White House affirmed that medical decisions should be left to families and their doctors and that the Administration opposes gender-affirming care bans and would continue to fight such bans in court. 

State Department hosts meeting on LGBTQ+ rights. At an international convening of LGBTQ+ activists and elected officials—including PFLAG National’s Aaron Ridings, Diego M. Sanchez, and Fiona Lanigan—Secretary of State Anthony Blinken reiterated the Administration’s commitment to LGBTQ+ rights abroad

Global Matters

Burkina Faso - Military junta bans same-sex relations. The junta’s cabinet has approved legislation to make same-sex sexual relations illegal. 

Cameroon - President’s daughter comes out as a lesbian. Brenda Biya came out in an Instagram post on June 30th. In an interview, Biya said she hoped her coming out would help change the laws in Cameroon, where same-sex sexual relations are punishable by five years imprisonment.

Georgia - Parliament gives initial approval to anti-LGBTQ+ legislation. The package of bills approved on June 27th included bans on gender-affirming care and LGBTQ+ “propaganda.” 

United Kingdom - Following elections, record LGBTQ+ representation in government. About 12% of the Labour Party’s members of Parliament (MPs) are openly LGBTQ+, which is by far the largest openly LGBTQ+ cohort of any governing party in the world.  

Census reveals data on Scotland's LGBTQ+ population for the first time. The 2022 census recorded 184,000 LGBTQ+ Scots.

Media Matters

New report criticizes Cass Review. The Cass Review, commissioned by the UK’s National Health Service (NHS), called for more research and caution around gender-affirming care for trans and nonbinary youth. However, a new report released by researchers from Yale University and other institutions states that the Cass Review "obscures key findings, misrepresents its own data, and is rife with misapplications of the scientific method."

At least 144 openly LGBTQ+ athletes will compete in Paris Olympics. This is the second consecutive Summer Olympic Games where the number of openly LGBTQ+ athletes exceeds 100, including a record number of out male Olympians.

Retired Formula One driver comes out as gay. Ralf Schumacher announced he is in a same-sex relationship in an Instagram post. Schumacher is one of only two openly gay drivers to have ever competed in Formula One.
